Heard the learned counsel on either side.

2.When the matter was taken up for hearing, the learned Additional Government Pleader for the respondent submitted that there is absolutely no evidence of refusal. The petitioner is permitted to re-present the document in question. The respondent shall entertain the same and deal with it in the manner known to law. I make it clear that I have not gone into the merits of the matter.
