2. The writ prayer appears to be misconceived. Nobody can compel the petitioners to issue NOC. If any formal direction is issued, it is always open to the petitioners to move this Court at that time. The writ petition is premature.

3. With the aforesaid liberty to the petitioners, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
