Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for R1 to R3.

2. Considering the nature of relief to be granted, issuance of notice to R4 is dispensed with.

3. The petitioner is aggrieved by the registration of the petition mentioned document. He had given a petition before the second respondent.

4. The second respondent is directed to conduct enquiry thereon and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is for the second respondent to pass order one way or other. The second respondent shall put the interested persons on notice before passing the final order. 2/4

5. The Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
