Heard the learned counsel on either side.

2. Considering the nature of relief to be granted, issuance of notice to the fourth respondent is dispensed with.

3. The second respondent is directed to enquire into the petition mentioned representation and pass final order on merits and in accordance with law within a period of eight weeks from the date of receipt of a copy of this order.

4. I make it clear that I have not gone into the merits of the matter. The second respondent shall put all the interested parties on notice before passing final order. It is open to the second respondent to pass order one way or the other.
