ORDER

The Writ Petition is directed against the order dated 24.07.2024 passed by the third respondent and for further directions to the respondents to grant permission to thank the Government of Tamil Nadu for announcing that birth and death anniversary of Imanuel Sekaranar would be celebrated as government events and to conduct public meeting to explain descheduling of Devendra Kula Velalar on 11.08.2024 for following among other facts and circumstances of the case.

2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself. 2/6

When the matter is taken up for hearing today, the learned counsel appearing for the writ petitioner would submit that in order to conduct public meeting on 28.07.2024, they sought permission by giving a representation dated 24.07.2024 before the third respondent, that the third respondent has passed the impugned order dated 24.07.2024 rejecting the permission and that therefore, the writ petitioner was constrained to approach this Court. He would further submit that since they have changed the date of the event to 18.08.2024, the respondents may be directed to give permission.

4. At this juncture, the learned Additional Public Prosecutor appearing for the respondents would submit that they may be permitted to conduct the public meeting on 18.08.2024 from 05.00 p.m. to 07.00 p.m.

5. The learned counsel appearing for the writ petitioner would submit that they are ready to conduct the public meeting from 05.00 p.m. to 07.00 p.m. on 18.08.2024.

It is also brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc.007301/Genl.I (1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police and also the fact that the writ petitioner's representation for conducting public meeting came to be rejected, the writ petitioner is directed to give a fresh representation to the third respondent incorporating the date and time of the programme and on such receipt of the same, the third respondent is directed to consider the same and pass suitable orders based on the above said circular by imposing necessary conditions.

7. With the above directions, the Writ Petition stands disposed of. No costs.
