Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus, to direct the first respondent herein to issue necessary direction to the third respondent to construct the new building with basic amenities to he Panchayat Union School situated at Sundarapandiam Village, Watrap Panchayat Union, Virudhunagar District based on the petitioner's representation dated 18.09.2018 made to the respondents.

[Order of the Court was made by T.S.SIVAGNANAM, J.] Heard Mr.K.Kannan, learned counsel for the petitioner, Mr.S.Angappan, learned Government Advocate for the first and third respondents, Mrs.S.Srimathy, learned Special Government Pleader for the second respondent. By consent of both parties, this writ petition is taken up for final disposal.
2. By way of this writ petition styled as Public Interest Litigation, the petitioner prays for a direction upon the District Collector Virudhunagar District to issue necessary instructions to the third respondent Panchayat Union to construct a new school https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P(MD)No.19688 of 2019 building for the Panchayat Union School by considering the petitioner's representation dated 18.09.2018.
3. The representation, which was given to the District Collector and District Educational Officer, has been considered and the second respondent has forwarded the same to the third respondent vide proceedings dated 12.10.2018. From the photographs, we find that several vehicles are parked in the school campus and they appeared to be Cycle Rickshaws and the vehicles using for carrying garbage etc.. The toilets are in deplorable condition. If the third respondent proposes to construct a new building immediately, then the entire premises has to be cleaned and filth and dirt has to be removed. All the private vehicles have also to be removed from the campus and the campus should be neatly levelled.
4. In the event, they already planned to put up a new construction, then alternative accommodation should be provided to the petitioner and thereafter, construction work shall be commenced and completed as expeditiously as possible. All the above directions shall be complied with within a period of eight weeks from the date of receipt of a copy of this order.
5. In the light of the above directions, this writ petition is disposed of. No costs.
