[Order of the Court was made by S.M.SUBRAMANIAM, J.] The writ petition has been instituted to forbear the respondents from establishing 2nd TNCSC's Direct Procurement Center (DPC) Pillanguli - No.575-1 at private individual land in survey no 77/4B Thuvaramadai Village, Pattukottai Taluk, Thanjavur District by considering the petitioner's representation dated 10.07.2025 and based on the guidelines for establishing DCPs issued by the government vide G.O. (Ms) No.60 Cooperation, Food and Consumer Protection (B1) Department dated 16.07.2021.

2.Establishing direct purchase centres is the administrative decision of the Department. Court cannot interfere with such administrative decisions.

3.The writ petition has been instituted to seeking negative relief which cannot be considered. Place, where the centre is to be established and the procedure to be followed are the administrative prerogative of the Government Department, which would not fall under the realm of the power of judicial review.

4.Thus, the writ petition stands dismissed. There shall be no order as to costs. Consequently, the connected miscellaneous petition is closed.
