Respondents to eliminate agent and middlemen interference and prevent illegal collection of amounts in all Direct Procurement Centres across Tamil Nadu to consider, act upon and file a status report before this Court regarding the grievance complaints bearing Reference Nos.GOVTN/E/2025/0000508 dated 30.01.2025 and DOAAC/E/2026/0001100 dated 14.01.2026, and further to direct the Union Government and the State Government to constitute an independent expert committee to ascertain the actual comprehensive cost of paddy cultivation in Tamil Nadu and to ensure fixation of Minimum Support Price with at least 50 percentage profit over such cost in line with the recommendations of the National Commission on Farmers, and thus render justice.

The prayer in this writ petition is to issue a Writ of Mandamus, directing the respondents to eliminate agent and middlemen interference and prevent illegal collection of amounts in all Direct Procurement Centres across Tamil Nadu to consider, act upon and file a status report before this Court regarding the grievance complaints bearing Reference Nos.GOVTN/E/2025/0000508 dated 30.01.2025 and DOAAC/E/2026/0001100 dated 14.01.2026, and further to direct the Union Government and the State Government to constitute an 2/5
independent expert committee to ascertain the actual comprehensive cost of paddy cultivation in Tamil Nadu and to ensure fixation of Minimum Support Price with at least 50 percentage profit over such cost in line with the recommendations of the National Commission on Farmers.
2. On perusal of the affidavit filed in support of this writ petition, we are of the view that the petitioner has sought for omnibus prayer and without any particulars, the petitioner, as a matter of right, cannot seek such omnibus prayer in the name of Public Interest Litigation.
