ORDER

This Writ Petition is disposed of at the time of admission with the consent of the learned counsel for the petitioner and learned Special Government Pleader for the respondent.

2. The petitioner claims to be an adopted daughter of Late. R.Kamalavathy, who was unmarried. It is informed by the learned counsel for the petitioner that the petitioner was born to one Ulagudaia Perumal, who is the brother of Late.R.Kamalavathy and that the petitioner was adopted by the said Late.R.Kamalavathy, who died on 24.03.2025 leaving behind no other legal heirs except the petitioner.

The impugned order of the respondent records that as per the report of the Village Administrative Officer and Revenue Inspector, the applicant is an adopted child, however, there is no proof of adoption and there are no records to show that the deceased person's parents of the petitioner and their marital status. 2/4

4. The petitioner has, merely, placed a reliance on the wedding card between the petitioner and one Narayanan and a copy of the 'Will' purportedly executed by the said Late.R.Kamalavathi on 23.02.2024 in favour of the petitioner.

5. The petitioner has to prove that the petitioner is the adopted daughter of the said Late.R.Kamalavathi in the manner known to law. The report of the Village Administrative Officer and Revenue Inspector can be relied on by the petitioner by initiating appropriate civil proceedings. Only thereafter, the petitioner's name can be included in the Legal Heir Certificate. Therefore, this Writ Petition is disposed of with liberty to the petitioner to approach the Civil Court for appropriate relief.

6. This Writ Petition is disposed of, with the above observations. No costs. Consequently, connected miscellaneous petition is closed. Index : Yes / No 22.07.2025 Internet : Yes / No apd 3/4
