2.The respondent is directed to dispose of the petition mentioned application on merits and in accordance with law within period of twelve weeks from the date of receipt of a copy of this order. The respondent shall put the interested persons on notice before disposing the petition mentioned application. I make it clear that I have not gone into the merits of the matter.
