PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, by calling for the entire records pertaining to the impugned order dated 08.07.2025 passed by the 2nd respondent and quash the same and consequently direct the respondents to accord permission and provide adequate police protection for conducting Kabbadi Tournament, which is scheduled to be taken place on 1/5

O R D E R

The petitioner's request for conducting Kabbadi Tournament at Manachanallur, Trichy District was rejected by the respondent police, apprehending law and order problem. Challenging the same, the petitioner has approached this Court. 2.The Police Department has been established to ensure the law and order in the Society and therefore, they are not supposed to prevent the persons, who are willing to conduct sports tournaments, apprehending law and order problem. This Court is of the view that the apprehension of law and order problem cannot be a ground for rejecting the request of the petitioner. 2/5

3.In view of the above, the impugned order passed by the second respondent, dated 08.07.2025 is set aside. The respondent police is directed to consider the application of the petitioner for conducting Kabbadi Tournament at Mela Seedevi Mangalam, Manachanallur, Trichy District and grant permission with reasonable restrictions/conditions to preserve public order and tranquility. 4.With the above directions, this writ petition is allowed.
