ORDER
(Order of the Court was made by S.M.SUBRAMANIAM, J.) The relief sought for in the present writ petition is to direct the second respondent to constitute the High Level Committee for monitor and prevent the unauthorized constructions as per G.O. (2D) No.15 of 2024 dated 01.03.2024, issued by the first respondent and to consider the petitioner's representation dated 22.07.2024.
2. The learned Government Pleader appearing on behalf of the respondents would submit that pursuant to the Government Order issued in G.O. (2D) No.15, Municipal Administration and Water Supply (MA.1) Department, dated 01.03.2024, the District Collector, Madurai, issued proceedings dated 24.10.2024 constituting District High Level Monitoring Committee of Madurai District. 3. The petitioner-in-person would submit that though Committee has been constituted, no action has been taken for removal of encroachment. The complaints filed by the aggrieved persons are not dealt with and kept pending for long time.

4.In view of the said complaint, this Court is inclined to direct the second respondent/District Collector, who is the Chairperson of the District High Level Monitoring Committee of Madurai District, to consider all such applications/complaints filed for removal of encroachments/unauthorized constructions etc., in the manner known to law. The complaints are to be dealt with and disposed of within a time line to be fixed by the District Collector, Madurai. Keeping such petitions pending for long time would cause prejudice to the interest of the complainants who all are suffering on account of unauthorized constructions in several locations. Thus, urgent actions are directed to be initiated to deal with the complaints and initiate enforcement actions by following procedures as contemplated in the Government Order.
5. The Government Order itself says that meeting is to be conducted periodically and a report is to be submitted to the State High Level Committee. However, the petitioner-in-person states that no such report has been so far submitted by the District Collector to the State High Level Committee. The Government Orders in this regard are to be followed scrupulously by the District High Level Monitoring Committee, failing which, the Government has to initiate all appropriate action to ensure that the Government Orders are implemented in its 4/6
letter and spirit.
