PRAYER : Writ petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus to call for the records pertaining to the Impugned order passed by the sixth respondent in Letter No. Nil dated 19.05.2014 quash the same and consequently direct the sixth respondent to issue Tamil Medium Certificate for the B.L. Degree for the academic year 1999 to 2002 to the petitioner and consequently direct the respondents to consider the Petitioner's candidature under Tamil medium reservation quota for the forthcoming recruitments to be conducted by the second respondent.

O R D E R

The impugned order dated 19.05.2014 states that there is no separate section for Tamil medium classes in Law Degree Course. The Government Law College Principal, Madurai in his order has categorically stated that during the period in which the petitioner has studied the Law course more specifically during the academic year 1999-2002 there was no Tamil medium Section for Law course. Accordingly, he rejected the request of the petitioner for grant of Tamil medium certificate for the Law degree course.

2. All degrees are to be conferred by the respective Universities and Colleges, only as approved by the University Grants Commission. The approved decree by University Grants Commission, alone must be considered as a valid degree. Conducting separate medium for any language is the policy decision to be taken by the University or the Government, as the case may be. Whether a degree is to be conducted in English medium, Tamil medium or in any other language is the administrative prerogative and the decision to be taken in consonance with the University Grants Commission regulations.

In the present case, the writ petitioner has not studied under the Tamil medium as the impugned order states that there was no separate section for Tamil in the Law degree course during the period in which the writ petitioner had undergone the Law degree course. This being the factum, the relief as such sought for in the present writ petition cannot be granted.

4.Accordingly, the writ petition stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed.
