ORDER

The Writ Petition has been filed seeking orders to direct the respondents to provide adequate police protection for the Silambu sport competition being held on 18.08.2024 at M.G.M. Mahal, Devakottai by the Nesam Silambam Youth Sports Club, Devakottai based on their representation dated 12.08.2024 within the time stipulated by this Court.

2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself.

3. It is not in dispute that one J.Vinothkumar has earlier filed a writ petition in W.P.(MD)No.19214 of 2024 seeking a Writ of Mandamus directing the police officials to restrain the respondents 6 and 7 including 2/6

the writ petitioner herein from conducting State Level Silambam Tournament on 11.08.2024 at St.Joseph Matriculation Higher Secondary School, Ram Nagar, Devakottai and also take appropriate action against the respondents 6 and 7 for taking steps to conduct State Level Silambam Tournament without following the guidelines issued by the Sports Development Authority to Tamil Nadu and this Court, taking note of the submission made by the learned Additional Public Prosecutor that the private respondents therein including the writ petitioner have not submitted any representation before them and that the complaint given by the writ petitioner therein came to be registered in CSR.No.438 of 2024 and since they are not the competent authority, the same was ordered to be closed, has closed the writ petition vide order dated 09.08.2024 with a direction to the writ petitioner therein to approach the competent authority.

4. Now the writ petitioner herein, by simply alleging that his club is affiliated with Nehru Yuva Kendra Sangathan, has claimed police protection, but the learned Additional Public Prosecutor appearing for the respondents would submit that the writ petitioner's side have not 3/6

produced any permission granted by the District Sports Development and Youth Welfare Officer. It is not the case of the writ petitioner that they have applied and obtained permission from the competent authority. In the absence of the same, this Court is not inclined to grant the relief claimed.

5. At this juncture, the learned counsel appearing for the writ petitioner seeks liberty to approach the competent authority.

6. In the result, the Writ Petition is dismissed. The writ petitioner is at liberty to approach the competent authority.
