[Order of the Court was made by S.M.SUBRAMANIAM, J.] The writ on hand has been instituted to direct the respondents to construct Multi Purpose Cyclone Shelters in Moreppannai Fishing Village, Thiruppalaikudi, Mullimunai, Pudhupattinam, Karangkadu, Langiyadi, Soliyakudi, Thondi, Rameshwaram, Pamban, Thangachemadam, Ollakudaa, Thaneeruuthu, Karayur, in Ramanathapuram District and to direct the respondents to construct light house in Moreppannai Fishing Village, Ramanathapuram District in accordance with law.

2. As far as construction of light house is concerned, the learned Government Pleader would submit that two light houses at Rameshwaram and Pamban and the third light house has been constructed at Pasipattinam Village. That being so, the relief requires no further consideration.

3. As far as construction of multi purpose cyclone shelters is concerned, the Deputy Project Director, National Disaster Management Authority, issued a letter dated 17.12.2018 stating that National Cyclone Risk Mitigation Project (NCRMP) does not cover the State of Tamil Nadu. These all are the Central Government Schemes to be implemented in the context of its terms and conditions. It is a policy decision and therefore, High Court cannot interfere with such policy decision. That apart, the State Government has already constructed 23 cyclone shelters which are in operation. That being so, no further consideration is required in this Writ Petition and the same stands dismissed. However, there shall be no order as to costs.
