O R D E R

This petition has been filed to direct the respondent to consider the petitioner's representation, dated 15.09.2019 and permit him to conduct "Irangal Koottam" to be scheduled on 23.09.2019 at about 05.00 p.m. to 07.00 p.m. in Vallanadu Village, Tuticorin District.

2.By consent of both parties, the main Writ Petition is taken up for final disposal at the stage of admission itself. 3.The learned counsel for the petitioner submits that on the death of some persons in their group they want to conduct an "Irangal Koottam" on 23.09.2019 at 5.00 p.m. to 07.00 p.m. in their Village i.e., at Vallanadu Village, Tuticorin District. Therefore, they submitted a representation before the respondent on 15.09.2019 and it is pending till date.

4.The learned Additional Public Prosecutor submitted that there are two groups in their village, in which both have involved https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD)No.20283 of 2019 in more criminal cases and some of their group members were murdered by the members of other group. It is a retaliation murder. Now, one group wants to conduct an "Irangal Koottam" for the death of some members in their group on 23.09.2019. There are two cases have been registered against both of the parties in Crime Nos.195 of 2019 and 216 of 2018 on the file of the Inspector of Police, Morappanadu Police Station and another case in Crime No.311 of 2019 on the file of the Inspector of Police, Palayamkottai Police Station. Therefore, permission cannot be granted to the petitioner to conduct "Irangal Koottam".

5.From the facts and circumstances of the case, it appears that the representation of the petitioner is still pending on the file of the respondent. Therefore, without going into the merits of this case, this Court directs the respondent to consider the representation of the petitioner, dated 15.09.2019 and pass orders on merits and in accordance with law forthwith, by considering the previous antecedents of the concerned parties. 6.With the above directions, this writ petition is disposed of. No costs.
