ORDER

The relief sought for in the present writ petition is for a direction to consider and pass orders, based on the petitioner's representation, dated 07.02.2013 and 28.03.2013 for promotion to the post of Additional Treasury Officer notionally from the year 20112012. 2.The writ petitioner was appointed as Junior Assistant/Cashier and promoted upto the level of Assistant Treasury Officer. The petitioner attained the age of superannuation and retired from service on 30.04.2013. He has rendered 37 years of service. The grievances of the writ petitioner was that 2008-2009 panel of Assistant Treasury Officer/Senior Superintendent was preferred by the respondents and his name was included. The petitioner submitted his willingness along with the choices of three places. However, the name of the petitioner was not included in the https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD).No.16356 of 2014 promotional panel for the post of Additional Treasury Officer without any reason.

3.Considering the above facts, the grievance of the writ petitioner is that he was not considered for inclusion in the panel for the post of Assistant Treasury Officer in the year 2008-2009. The petitioner attained the age of superannuation on 30.04.2013. The writ petition was filed in the year 2014 for the purpose of redressing the grievances regarding the panel of the year 2008-2009. It is pertinent to note that the petitioner has chosen to file the writ petition after his retirement and in respect of promotional opportunities, the aggrieved Government servant should approach the authority or the Court within a reasonable period of time. It is not as if the Government employee can seek promotion after attaining the age of superannuation along with lapse of time. Now the writ petitioner could be aged about 66 years and is a pensioner. 4.

Under these circumstances, the writ petition is liable to be rejected both on the ground of laches and on merits. Accordingly, the writ petition stands dismissed. No costs.
