The relief sought for in the writ petition is for a direction to direct the respondents to appoint the qualified technologist as Professor/Associate Professor/Assistant Professor/Lecturers in the appropriate subject as provided in the University Grants Commission https://hcservices.ecourts.gov.in/hcservices/ 1/2

2. The prayer sought for in the present writ petitioner is of general in nature. However, this Court is of the considered opinion that the respondents are bound to follow the service rules and the regulations in the matter of providing appointments. All appointments are to be made strictly in accordance with the recruitment rules in force. Equal opportunity in public employment is the constitutional mandates. Thus, the recruitments are to be conducted in a transparent manner and by following the recruitment rules in force. All appointments are to be made through Open Competitive Process as well as by following the procedures contemplated in the rules. In the event of any violation, the respondents are responsible and accountable. The University being the authority is duty bound to monitor the manner in which the appointments are made in affiliated colleges. In the event of any violation, the University has to initiate appropriate actions against the affiliated colleges under the provisions of the rules in force.
3. This being the procedures to be followed, the respondents are directed to follow the recruitment rules and the procedures contemplated for all the recruitments and with reference to the qualifications possessed by the candidates who all are aspiring to secure employment.
4. With these observation, the writ petition stands disposed of. No costs.
