2. The prayer in the writ petition is for directing the respondents to refund the fees received by the fourth respondent in his capacity as professional.

3. If any dispute is pending between the local body and the counsel concerned, the remedy is elsewhere. The writ petition could not have been filed. It is not maintainable. This writ petition stands dismissed. No costs.
