Heard the learned counsel on either side.

2. The petitioner appears to be aggrieved by the activities of the fourth respondent. The petitioner states that in the petition-mentioned building, an institution was being run and it was collecting fees from gullible students. The petitioner has not shown as to how his right stands infringed. If the petitioner wants to file any PIL, he has to file the same before the Hon'ble Division Bench. According to the petitioner, if an unauthorised construction has been put up, then again he has to go before the Hon'ble Division Bench. As rightly pointed by the learned Additional Government Pleader, this writ 2/6

3 W.P.(MD)NO.18732 OF 2014 petition is itself is partaking the character of PIL. Granting liberty to the petitioner to file PIL, the writ petition stands dismissed. No costs, Consequently, connected miscellaneous petition is closed.
