PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents No.1 to 4 to lay public Cement Concrete Pavement Road and construct the Drainage in East Adithiravidar Colony at Kuravakudi Village, Usilampatti Taluk, Madurai District by using the sanctioned fund total a sum of Rs.15,38,000/- (Rupees Fifteen Lakhs Thirty Eight Thousand) based on the petitioner's representation, dated 08.07.2021 withhin a stipulatted time that may be fixed by this Hon'ble Court.

(Order of the Court was made by PUSHPA SATHYANARAYANA,J.) Mr.P.Subbaraj, learned Government Advocate accepts notice on behalf of respondents 1 and 2. Mr.B.Saravanan, learned Government Advocate accepts notice on behalf of the third respondent.
2. By consent of parties, the main Writ Petition is taken up for final disposal.
3.This Writ Petition is filed seeking a direction to the respondents to lay a public Cement Concrete Pavement Road and construct the Drainage in East Adithiravidar Colony at Kuravakudi Village, Usilampatti Taluk, Madurai District, with the sanctioned fund. In this regard, the petitioner also seems to have given a representation dated 08.07.2021 to the respondents 1 to 3. 4.The fifth respondent was awarded with the contract of laying a Cement Concrete Pavement Road. After the award of the contract, the Contractor had dug the roads in the middle and the work was not completed and putting the people to hardship and unable to use the road. The half-baked work done by the fifth respondent made the people of the villagers suffer as they are unable to reach their houses. Therefore, a direction is sought to lay a Cement Concrete Pavement Road immediately and construct the drainage in the Kuravakudi Village, with the sanctioned fund which are yet to be utilized by the official concerned.
5.Upon notice, the learned Government Advocate also states that the fifth respondent has planted trees in the middle of the road which is absolutely high-handed. We are unable to understand as to why the officials have not taken steps so far, for completing the work.
6.Therefore, the respondents 1 to 4 are directed to complete the work of laying the Cement Concrete pavement Road immediately and also the construction of drainage with the sanctioned funds in East Adithiravidar Colony at Kuravakudi Village, Usilampatti Taluk, Madurai District, within a period of four weeks from the date of receipt of a copy of this order. 7.With the above direction, the Writ Petition is disposed of. No costs.
