ORDER

The petitioner, seeking permission to conduct Kabadi Tournament from 26.07.2025 at 9.00 p.m. to 27.07.2025 at 10.00 p.m. at Mangalakudiyiruppu Ground, Thatchanallur, Tirunelveli City, has submitted a representation to the respondent Police. However, the 2nd respondent, by his proceedings dated 09.07.2025, rejected the said representation. Challenging the same, the petitioner has moved this writ petition.

2. The learned Additional Public Prosecutor submits that the proposed venue for conduring Kabadi Tournament is a small ground and the approach roads are also small lanes. Therefore, in order to avoid untoward incident, the respondent Police has rejected the petitioner's representation. He further submits that they are not having any objection for granting permission to conduct Kabadi Tournament. In the event, if the petitioner identifies a suitable ground for conducting Kabadi Tournament, they are prepared to grant permission.

3. This Court considered the rival submissions made.

4. The place identified by the petitioner for conducting Kabadi Tournament is not suitable for conducting a Tournament. Therefore, this Court cannot find fault with the respondent Police.

5. However, recording the submission of the learned Additional Public Prosecutor that they are inclined to grant permission, if the petitioner identifies a suitable ground, this Writ Petition is disposed of with a direction to the petitioner to identify a suitable ground for conducting Kabadi Tournament and submit a fresh representation to the respondent Police seeking permission. On receipt of the said representation, the respondent Police shall consider the same and take a decision within a period of two days. No costs.
