... Respondents PRAYER: Writ Petitions under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent to include the petitioner's name in the list of intercaste married couple candidates to be recommended to the vacancy of Live Stock Inspector in the Department of Animal Husbandry and Veterinary Services.

ORDER
The relief sought for in the present writ petition is for a direction to direct the first respondent to include the name of the writ petition in the list of intercaste married couple candidates to be recommended to the vacancy of Live Stock Inspector in the Department of Animal Husbandry and Veterinary Services.
2. The petitioner states that he belongs to Scheduled Caste Community and passed B.Com., Degree. The petitioner registered his name in the District Employment Office and he married Smt.C.Ruby Leena and therefore, he is eligible to avail the priority category of inter-caste marriage and therefore, the writ petitioner has filed the present writ petition for the purpose of securing the benefit of inter-caste marriage priority quota. However, the fact https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P(MD)No.20196/2014 remains that the writ petition was filed in the year 2014 with reference to the recruitment conducted during the relevant point of time and now, after a lapse of more than 5 years, the recruitment, which had already been over, cannot be reopened. However, the priority can never be claimed as a matter of right. If at all the Government has taken a policy to provide priority to certain categories like, widow, destitute widow, sports quota, ex-serviemen quota or inter-caste marriage quota, then alone, the writ petitioner can avail the benefit and not otherwise. Thus, in the event of providing any such quota in the ensuing recruitment process, the writ petitioner is at liberty to avail the same in accordance with the rules in force.
3.With these observations, the writ petition stands disposed of. No costs.
