ORDER
(Order of the Court was made by DR.ANITA SUMANTH, J.) The writ petitioner prays for a mandamus directing the Commissioner, Kovilpatti Municipality to take action as against the seventh respondent for illegal slaughtering of animals carried out in a shop by the name, M.M.Mutton Stall, Shop No.1-A-1, Stall's Colony, Jothi Nagar, Kovilpatti, Thoothukudi District.
2. According to the learned counsel for the petitioner, the activities are in violation of the Tamil Nadu Urban Local Bodies Rules, 2023.
3. On the earlier occasion, we had recorded the submissions of the learned Additional Government Pleader to the effect that a notice has been issued under Section 296(5)(w) of the Tamil Nadu Urban Local Bodies Rules, 2023 r/w Sections 41, 42, 43 and 44 of the Tamil Nadu Public Health Act, 1939.

4. In response to that, R7 had filed a letter dated 22.08.2025, acceding to the violations. We had sought instructions, on what has transpired subsequently.
5. Mr.J.Parekh Kumar, learned counsel for R3, confirms that the slaughtering of animals does not continue any further. However, he would submit that R7 ought to have procured a Licence under Rule 289 of the Tamil Nadu Urban Local Bodies Rules, 2023 and the application for the same has been received only recently.
6. Let the same be processed and necessary orders passed in accordance with law. Till such time, R7 will await issuance of Licence for the business.
