PRAYER : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the first respondent District Collector to consider and pass orders on the petitioner's representation dated 21.11.2014 in the light of the proceedings issued by the third respondent herein in A2/M.C.15/2014 dated 13.11.2014 within a reasonable time as may be specified by this Court after affording necessary opportunity to the parties concerned.

ORDER

This writ petition has been filed seeking for a Writ of Mandamus, directing the first respondent/ the District Collector to consider and pass 2/6

orders on the petitioner's representation, dated 21.11.2014 in the light of the proceedings issued by the third respondent herein in A2/M.C.15/2014, dated 13.11.2014 within a reasonable time as may be specified by this Court after affording necessary opportunity to the parties concerned.

2. The petitioner had approached this Court seeking for a Mandamus to direct the first respondent/District Collector to consider the representation of the petitioner dated 21.11.2014 in the light of the proceedings issued by the third respondent dated 13.11.2014. The third respondent, by its proceedings, dated 13.11.2014 had called upon the fifth respondent herein not to conduct any prayer without prior permission of the first respondent herein, failing which, action would be initiated. Since no action has been initiated by the respondents, he had approached this Court for filing this writ petition.

3. The learned Additional Public Prosecutor appearing for the second respondent would produce a report of the Inspector of Police, Thiruvattar Police Station representing the second respondent. According to the said report, pursuant to the order passed by the third respondent, dated 3/6

13.11.2014, the fifth respondent is not carrying out any prayer meeting. Thereafter, it is also brought to the notice of this Court that the fifth respondent had died as early as in the year 2020.

4. In view of the aforesaid statement, there is no necessity to adjudicate in this writ petition any further. Hence, this Writ Petition is closed. However, liberty is granted to the petitioner to approach the appropriate authorities, if any such violation is noticed in future. There shall be no order as to costs.
