: Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents to consider and pass orders on the representation dated 23.5.2019 submitted by the Petitioner's Association requesting for an enquire into the leakage of confidential documents of the Gandhigram Rural Institute, Gandhigram - 624 301, Dindigul District, within the time stipulated by this Court.

[Order of the Court was made by T.S.SIVAGNANAM.,J.] Heard Mr.Louis, learned counsel appearing for the Petitioner and Mrs.S.Srimathi, learned Special Government Pleader accepting notice for the respondents 2.By consent of either side, the main Writ Petition is taken up for final disposal.
3.By way of this Writ Petition styled as ''Public Interest Litigation'', the Petitioner/Association consisting of Pensioners who are the erstwhile employees of the third respondent/Institute seek for a direction to the Chancellor of the first respondent/Institute to consider their representation and cause an enquiry into the leakage of the confidential documents of the third respondent/Institute. On going through the affidavit filed in support of the Writ Petition as well as the representation given by the Petitioner/Association, dated 23.5.2019, we find that the representation mentions several alleged internal matters concerning the administration of the University.
It is not clear as to how the Association consisting of retired employees/pensioners of the third respondent/Institute can have an access to the information, which they have mentioned in the representation. In any event, the issues pointed out by the Petitioner/Association pertains to the internal administration of the third respondent/Institute and for such reason, this Court is not inclined to entertain this Writ Petition styled as ''Public Interest Litigation''.
4.Furthermore, the Petitioner/ Association cannot be stated to be a Public Interest Litigant, as it consists of members, who are the erstwhile employees of the third respondent/Institute. Therefore, there is every possibility that at least one or more members may have certain personal grievance and hence, we declined to entertain this Writ petition.
