2. What is under challenge is only a notice. It is well settled that a mere notice does not infringe the rights of any of the parties.

3. The petitioner can very well place his objections before the first respondent. Leaving open all the contentions and defences of the petitioner, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
