2.During the pendency of this writ petition, the third respondent local body has been upgraded as municipality. The petitioner is permitted to submit a fresh representation before the Commissioner, Kalakad Municipality. He shall dispose of the same on merits and in accordance with law after putting the stakeholders on notice within a period of eight weeks thereafter.
