08.04.2024, 01.07.2024, 08.07.2024, 06.02.2025, 03.05.2025, 13.05.2025, 09.06.2025, 10.06.2025 etc. on a stipulated time framed by this Court and further direct the respondents 4 and 5 to complete the enquiry process already initiated against the respondents 7 and 10 herein, after calling the petitioner as witness and permit the petitioner to dispose and produce the relevant documents in a time bound manner as fixed by this Court.

(Order of the Court was made by A.D.JAGADISH CHANDIRA, J.) This writ petition has been filed for issuance of a writ of Mandamus, directing the respondents 1, 4 and 5 to take appropriate steps for appointing a retired High court Judge to conduct a detailed enquiry into the alleged illegality, forgery, cheating and all types of fraud been committed in the appointment of teachers in the year 2015-2016 in the Manonmaniam Sundaranar University 3/8
against the respondents 6 to 12 except the seventh respondent based on the petitioner's various complaints and consequentially, to direct the respondents 4 and 5 to complete the enquiry process already initiated against the respondents 7 and 10, after calling the petitioner as witness and permit him to dispose and produce the relevant documents within a time frame stipulated by this Court.

Heard Mr.C.Kishore, learned counsel for the petitioner; Mr.P.Thilak Kumar, learned Government Pleader, who accepts notice on behalf of the first respondent; Mr.T.Senthil Kumar, learned Additional Public Prosecutor, who accepts notice on behalf of the respondents 2 and 3; Mr.Mohammed Athiff, who accepts notice on behalf of the respondents 4 and 5 and Mr.M.J.Shabu Jose, learned counsel for the seventh respondent.
3. By consent of both parties, the Writ Petition is taken up for final disposal at the admission stage itself. Having regard to the nature of the order proposed to be passed in this writ petition, notice to the respondents 6, 8 to 10 is dispensed with.

4. The petitioner claims to be a retired professor and ex-president of Madurai Kamaraj Manonmaniam Sundaranar University Teachers Association (MUTA). The grievance of the petitioner is that the appointments of the respondents 7 to 12 were allegedly made in violation of the applicable Rules and Regulations, resulting in substantial loss to the public exchequer. In this connection, he has lodged several complaints and has also been involved in multiple legal proceedings. Most recently, the petitioner submitted a detailed representation dated 10.06.2025 to the respondents 4 and 5 requesting to appoint a retired Hon'ble High Court Judge to conduct an enquiry into the illegal appointments made by the university in the year 2016, based on the Syndicate resolution dated 27.03.2025. However, since no action was taken on the said representation, the petitioner has now approached this Court by filing the present Writ Petition.
5. Per contra, the learned counsel appearing on behalf of the respondents 4 and 5, by producing the communication dated 23.07.2025, submitted that the representation of the petitioner has been duly considered and an appropriate reply has already been issued. 5/8

Considering the submissions made by the learned counsel for the petitioner as well as the learned counsel for the respondents 4 and 5 and taking note of the fact that a reply has been issued to the petitioner's representation, this Court is of the view that, if at all the petitioner is aggrieved by the said reply, he is at liberty to challenge the same in the manner known to law.
