Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents to furnish the copy of the first year mark statement to the petitioner vide Registration No.517E0877 based on the petitioner's representations dated 01.05.2025 and 02.05.2025 addressed to the first respondent forwarded to the file of the respondents 3 and 4.

ORDER
This writ petition has been filed for a writ of Mandamus to direct the respondents to furnish the copy of the first year mark statement to the petitioner vide Registration No.517E0877 based on the petitioner's representations dated 01.05.2025 and 02.05.2025.
2. The petitioner is a practising Advocate enrolled with the Bar Council of Tamil Nadu, and he had completed five years law degree from the fourth respondent College. The petitioner had initially joined the third respondent College during the academic year 2017-2018 and he was later transferred to the fourth respondent college.

3. The petitioner has submitted the representations on 01.05.2025 and 02.05.2025 to the respondents to issue the first year mark sheet to the petitioner. Pursuant to the aforesaid representations of the petitioner, the second respondent has sent a communication to the respondents 3 and 4 to furnish the same.

The learned counsel for the petitioner and the learned Government Advocate for the respondents submits that the mark sheet has to be obtained by the petitioner from the second respondent, in case same is not available either at the third respondent college where the petitioner originally joined in the year 2017 or from the fourth respondent from where the petitioner eventually passed out in the year 2022.
5. The learned Government Advocate for the respondents 1, 3 and 4 submits that the first year mark sheet is not available. He further submits that the consolidated mark sheet is available for the five years and therefore, there is no necessity for the petitioner to obtain the first year mark sheet.
6. I have considered the arguments advanced by the learned counsel for the petitioner, the learned Government Advocate for the respondents 1, 3 and 4 and the learned Standing Counsel for the second respondent. 3/6

In my view, the issuance of the consolidated mark sheet ipso facto would not justify the stand of the respondents 1 and 2 that individual mark sheet for the first year from the third respondent when the petitioner pursued the law in the third respondent College should not be furnished. The records have to be maintained by the second respondent for all times to come to enable an Alumini to obtain any records which are to be normally given.
8. Under these circumstances, the second respondent is directed to furnish the duplicate copy of the first year mark sheet to the petitioner when the petitioner pursued the law in the third respondent College within a period of 6 weeks from the date of receipt of a copy of this order.
