O R D E R

This Writ Petition is filed for issuing a Writ of Mandamus to direct the first respondent herein to consider the representation of the petitioner, dated 05.08.2015 affording opportunity to the petitioner and dispose of the same within a reasonable time in accordance with law.

2.The petitioner states that he belongs to Adi Dravidar Community and that he is residing in Thenkarai Village at Thirupathur Taluk, Sivagangai District. It is submitted that several persons belong to different communities are living in the village and that there is discrimination in the said village, even though the people from different communities move very smoothly with neighbours. It is specifically stated that the petitioner's community is discriminated in matters, like, worship, decision making process relating to village affairs and welfare. 3.Though the petitioner has given a representation to the District Collector, no specific incident of discrimination or as to how the petitioner and his community members are deprived of https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD)No.16459 of 2015 exercising their right as a citizen of this country, is mentioned. In such circumstances, this Court is unable to issue any direction to the respondents, as the representation is too general and does not specify any incident, by which the petitioner's fundamental rights are infringed or violated. Even though the petitioner has expressed some grievance about cutting of trees illegally in the village by other community people and other illegalities by some of the persons, those are all the issues, which are general, for which the petitioner can approach the local body and the District Collector to prevent such irregularities committed by individual for their personal benefits. Without naming individual, the District Collector cannot consider the grievance of the petitioner on account of cutting of trees and other irregularities. If the petitioner submit a representation with specific allegations, the same will be considered by the District Collector in the manner known to law.

4.With the above observations, this Writ Petition is closed. No costs.
