2. I went through the contents set out in the affidavit filed in support of the writ petition.

3. The petitioner has been served with summon by the third respondent. The petitioner challenges the same and also seeks payment of compensation.

4. The third respondent has merely carried out his statutory duty. When a complaint is received, it is the duty of the third respondent to hold an enquiry. This action of the third respondent cannot be faulted. The petitioner's rights have not in any way been affected. No cause of action has 2/4
