ORDER
The present writ petition has been filed seeking a writ of mandamus, directing the respondents to declare that the petitioner is eligible to study B.Ed., course taking into consideration of her Diploma in Computer Technology as equivalent to Higher Secondary in conformity with the G.O.Ms.No.242, dated 18.12.2012.
2. According to the learned counsel for the petitioner, the petitioner has passed SSLC examinations in the year 1996 and thereafter, joined a 3 year Diploma course in Computer Technology, which she has passed out in the year 1999. Thereafter, she has joined B.Sc through 2/6
lateral entry in the second year and she has completed the said decree in the year 2003. Afterwards, she has joined B.Ed course in the 3rd respondent college as a one year course in the year 2013.

According to the learned counsel for the petitioner, Tamil Nadu Government has issued G.O.Ms.No.242, dated 18.12.2012 to the effect that the 3 year Diploma course after completing SSLC examinations should be treated on par with Higher Secondary Examinations. Hence, the petitioner was eligible to join B.Sc decre and thereafter, eligible to join B.Ed decree in the 3rd respondent college. However, on the misunderstanding that the petitioner has not completed her Higher Secondary Examinations, the 1st respondent university has not permitted the petitioner to appear for the examinations. After filing of the writ petition, due to the interim orders passed by this Court, the petitioner has appeared for all the examinations. However, the results have been withheld and the mark statement and the decree certificate have not been issued to the writ petitioner. Hence, the petitioner has prayed for allowing the writ petition and directing the respondents 1 and 2 to declare the results, issue mark statements and B.Ed certificate to the writ petitioner.

The learned counsel appearing for the 3rd respondent college also contended that the 3 year Diploma course is equivalent to Higher Secondary examinations and hence, the petitioner was eligible to get admitted in the B.Ed course on the date, when she was admitted in the year 2013. Hence, he also prayed for allowing the writ petition.
5. I have carefully considered the submissions made on either side.

A perusal of G.O.Ms.No.242, dated 18.12.2012 clearly indicates that the Government has accepted the recommendation that the students who have joined the 3 year Diploma course, after completing 10th standard and thereafter, joined decree course through lateral entry for a period of 2 years should be considered to be equivalent to a 3 year decree course after completion of Higher Secondary examinations. In other words, 10+3+2 was considered to be equivalent to 10+2+3. Hence, it is clear that the petitioner was eligible to be admitted to the B.Ed., course in the year 2014 and she has also appeared for the examinations.
7. In view of the above said facts, there shall be a direction to the respondents 1 and 2 to declare the results and furnish the mark statement 4/6
and the decree certificate, if the petitioner has passed all the papers. The said exercise shall be completed within a period of twelve (12) weeks from the date of receipt of a copy of this order.
8. With the above said observations, this Writ Petition stands allowed. No costs. Consequently, connected Miscellaneous Petition is closed.
