ORDER

This writ petition is filed for Writ of Mandamus, to direct the respondents 1 to 5 to consider the petitioner's representations dated 04.07.2025 and 23.07.2025 and take immediate action against the respondents 6 to 10 and further direct the respondents 1 to 5 to ensure that the petitioner, along with other Karaidhars and Villagers, is permitted to place Mulaipari and participate in the Sri Manthaiyamman Temple Festival at Kaliyanendhal Village, scheduled to commence from 29.07.2025, without any discrimination, under the supervision of the appropriate authorities.

2.The grievance of the petitioner is that the petitioner belongs to the 1st Karai (Mahilan Kulathankarai) and the 2nd Karai (Mayandikonarkarai). Based on a rotation system among the five Karaidhars, they have participated in the festival including placing the Mulaipari. However, the private respondents have prevented the petitioners and others from participating, wrongly claiming exclusive rights over the temple and its rituals.

3.In view of the above, the respondents 1 to 5 shall ensure that the petitioner along with other Karaidhars and Villagers, may be permitted to place Mulaipari and participate in the Sri Manthaiyamman Temple Festival at 3/6

Kaliyanendhal Village, and others rituals to be conducted in the said temple. However, the petitioner along with other Karaidhars and Villagers, cannot claim any administration' rights of the temple. Since a suit in O.S.No.39 of 2025 before the learned Sub Court, Manamadurai, is pending, the parties shall adhere to the judgment regarding their rights to the administration. Insofar as the Festival is concerned, the above direction shall be strictly followed by the petitioner. If police protection is needed, it may be sought. If any application is submitted, the police shall consider it accordingly.

4.With the above directions, this writ petition stands disposed of. No costs. Consequently, the connected writ miscellaneous petition is closed. 28.07.2025 NCC : Yes / No Index : Yes / No Internet : Yes Vsg 4/6
