The writ petitioner is Bishop Sargent Teacher Training Institute. The relief sought for is to endorse the appointment proposal submitted by the writ petitioner regarding the appointment of the fourth respondent in the Teacher Training Institution. The learned counsel appearing on behalf of the writ petitioner made a submission that, the fourth respondent died and therefore, no further adjudication is required as the proposal itself was submitted for seeking approval of appointment of the fourth respondent.
