Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for the first respondent.

2. The petitioner wants action to be taken under Circular No.67 dated 03.11.2011. The circular had been subsequently withdrawn.

3. The petitioner has to necessarily move the jurisdictional civil Court for establishing his rights. With this liberty to the petitioner, this writ petition stands disposed of. No costs.
