ORDER
This Writ Petition is filed for issuing a Writ of Mandamus directing the respondents 1 and 3 to conduct an enquiry as per the representations of the petitioner dated 07.01.2014 and other dates and to take appropriate action including criminal action against erring officials and the persons who are all involved in the irregularities.
2.Heard the learned Counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondents.
3.The petitioner states that he is doing agriculture in his own patta land and that he wanted to get crop insurance under Agricultural Gold Loan Crop Insurance Scheme which was promoted by the Primary Agricultural Cooperative Society. Though the petitioner cultivated paddy and he lost the crop on account of failure of monsoon, the petitioner states that he could not get any compensation for crop insurance as he was unable to get insurance in view of the irregularities committed by the respondents. The petitioner has made serious allegations against the Village Administrative Officer for issuing certificates to several persons who have no land for cultivation and for denying adangal or other records to enable rightful persons to insure. Making such serious allegations, he has made a representation to the respondents in the writ petition.
Further, the petitioner also pleaded that he should be paid compensation under insurance scheme. When the petitioner himself admit that he could not avail the benefit of scheme for want of records, the failure of Village Administrative Officer or any one cannot be cited for giving compensation to the petitioner. However, the allegations are serious. This Court has taken note of certain facts in few other matters where the Village Administrative Officer concerned has given false adangal extracts so as to enable several ineligible persons to avail the benefit of crop insurance and misappropriate the money. It is further stated that some named individuals have cheated the public and misappropriated the amount settled by the Government by fabrication of records. Criminal prosecution is also launched in that matter.
The first respondent is directed to appoint an Officer not below the rank of Revenue Divisional Officer to hold an enquiry to take action against erring officials for criminal misappropriation or for depriving the poor and eligible farmers to avail the benefit of insurance scheme and to take action on the basis of the report that may be obtained from the Revenue Divisional Officer within a period of six months from the date of receipt of copy of this order.

4.This Writ Petition is disposed of with the above direction. No costs.
