PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, directing the respondents to grant permission to conduct "Sri Valli Thiurmanam Bhakthi Nadagam" program which will be held on 21.08.2023 in Arulmigu Sri Bhagavathi Amman (Mariyamman) Temple, Pannangombu, Manaparai Taluk, Trichy District and to give necessary police protection to the said temple functions by considering the pending C.S.R.No. 705 of 2023 dated 08.08.2023.

This Writ Petition is filed under Article 226 of the Constitution of India seeking for a direction to the respondent Police to permit the petitioner for conducting of "Sri Valli Thiurmanam Bhakthi Nadagam" programme which is scheduled to be held on 21.08.2023 at Arulmigu Sri Bhagavathi Amman (Mariyamman) Temple, Pannangombu, Manaparai Taluk, Trichy District, basing on the representation of the petitioner dated 08.08.2023.

It is submitted by learned counsel for the petitioner that every year, the villagers have been conducting the Programme of "Sri Valli Thiurmanam Bhakthi Nadagam" and earlier, the petitioner has approached this Court vide W.P.(MD).No.11966 of 2023, which was disposed of on 17.05.2023, by granting permission to the petitioner for conducting the festival and accordingly, they have conducted the festival.
3. Learned Government Advocate (Criminal Side) on the other hand submits the temple was taken over by the Hindu Religious and Charitable Endowments Department and that there are rival groups, which are raising objections for the petitioner to conduct the festival and that accordingly, the request of the petitioner was referred to the Tahsildar, who has conducted the Peace Committee Meeting, consensus could not be arrived at and the dispute is pending before the Hindu Religious and Charitable Endowments Department. 2/4
4. Considering the submissions made by both sides and on perusal of the records, the respondent Police are directed to dispose of the representation of the petitioner dated 08.08.2023 as quickly as possible as the festival is scheduled to be held on 21.08.2023.
5. In view of the above direction, the Writ Petition is disposed of. No costs.
