3. The grievance of the petitioner is that the order passed by the Commission has not been complied with. Hence, he lodged a complaint for punishing the fourth respondent dated 15.07.2013. The learned Standing Counsel expressed his difficulty. It appears that the complaint could not be traced. The petitioner is given liberty to file a fresh complaint before the Commission. If it is filed, it will be entertained without reference to limitation and disposed of on merits and in accordance with law within a period of three months thereafter.

4. This writ petition is disposed of accordingly. There shall be no order as to costs.
