ORDER

Heard the learned counsel on either side.

2. The petitioner lodged a complaint before the third respondent for taking action vide Circular No.67 dated 03.11.2011. When the third respondent was to hold enquiry, he received general instructions from the first respondent that all enquiry initiated under the aforesaid circular stand stayed. This was communicated to the petitioner herein. The said communication is put to challenge in this writ petition. I have to take note of the subsequent development. The said circular was later withdrawn and all the orders passed under the said circular were recalled. In these circumstances, no relief can be granted in this writ petition. The petitioner has to necessarily move the jurisdictional civil Court for establishing his rights. 2/4

3. With this liberty to the petitioner, the writ petition is disposed of. No costs.
