It appears that the District Collector, Thanjavur District would be a proper party to adjudicate the issue raised in the writ petition. In view of that particular aspect, suo-motu the District Collector, Thanjavur District, is made as a first respondent in the writ petition.

2.Registry may show the District Collector, Thanjavur District as the first respondent in the writ petition and re-arrange the serial numbers of the existing respondents as respondents 2 to 4. 3.Mr.D.Ghandiraj, learned Special Government Pleader, appears on behalf of the first respondent/The District Collector, Thanjavur District; and Mrs.M.Rajeswari, learned counsel representing Mr.S.M.S.Johnny Basha, learned Standing Counsel, appears on behalf of the respondents 2 to 4.
4.The learned Standing Counsel for the respondents 2 to 4 states that it would only be appropriate that the petitioner approaches the office of the District Collector, Thanjavur District, with a representation regarding his objections or submissions with respect to the fixing of the HT electric line and tower. Prior to that, it would only be appropriate that the petitioner approaches the Office of the Executive Engineer, Tamil Nadu Electricity, Trichy with a representation, who may inform the actual authority and it is stated that the actual authority is a Superintending Engineer, TANTRASCO at Trichy and thereafter, let those two officials forward their remarks on the representation to the District Collector of Thanjavur District, who has now been impleaded as the first respondent and the District Collector, if required, may also give an opportunity of personal hearing and at any date, pass necessary orders within a period of 16 weeks from the date of receipt of a copy of this order.
5.With the above observations, the Writ Petition stands disposed of. No costs.
