O R D E R

The present writ petition has been filed seeking mandamus to direct the respondent to withdraw/cancel the look out No.2024436602 (FRRO Chennai) circular issued as against the petitioner's passport bearing No.Z6926284 considering the petitioner's representation dated 07.07.2025.

2. The learned Deputy Solicitor General of India appearing for the respondent, relying upon the counter, submitted that the look out circular has been issued only to track the movements of the petitioner and his associates regarding his interaction with persons who are suspected to be involved in smuggling, criminal, anti-national, drug peddling and human trafficking activities. It is further stated that they have not placed any restriction upon the petitioner to travel abroad.

3. Paragraph Nos.9 and 10 of the said counter is extracted as follows:

"9. It is humbly submitted that the petitioner's 2/5

representation addressed to this office is an undated document, in which he claims himself as innocent. However, he has not revealed his linkages with other such foreign elements whom he invited into the country. This respondent has legal obligation under Immigration and Foreigners Act, 2025 to monitor the immigration movements of suspicious persons who were found involved or found in nexus with persons involving in smuggling. Criminal, Anti-national, drug peddling and human trafficking activities. Further the Petitioner is in the habit of giving invitation to the Foreigners to visit India who are suspected to be involved in above mentioned activities.

10. It is humbly submitted that in order to keep tab of his movements and his associates, the above Loc was opened by the was never restricted by the respondent. 4. Considering the above averments in the counter affidavit, it is clear that the request of the petitioner is being taken into consideration and they have made it clear that the petitioner's travel abroad has not 3/5

been restricted as on today. Therefore, no further orders are called for.
