3. Thiru.Velladurai, present president of Kulasegaramangalam Village Panchayat is present in person. This writ petition was filed in the year 2015. The petitioner has made some allegations against the previous President Thiru.A.Masanam. The present President Thiru.Velladurai, assures the Court that administrative approval has been sought from the District Collector under the 15th Finance Commission Scheme. He is confident that approval will be given shortly.

Thannothu Village is coming within the limits of 2/4

Kulasegaramangalam Village Panchayat. As and when approval is given, the Panchayat President proposes to give water connection to the petitioner on preferential basis.
