2. The petitioner is directed to appear before the second respondent on 25.11.2021 at 11.00 a.m. and lodge a fresh complaint. The second respondent will enquire into the same and dispose of on merits and in accordance with law within two weeks, thereafter.

3. I made it clear that I have not gone into the merits of the matter. With these directions, this writ petition stands disposed of. No costs.
