Heard the learned counsel on either side.

2.The petitioner's allegation is that the respondents are not conducting any public auction / tender to lease out the fishing rights in respect of Pallmadai tank. The subject matter has become infrctuous. The petitioner sought relief for the year 2015 - 2016 only. The learned Additional Government Pleader submitted that for the said year, auction was conducted and as many as four persons took part and one Murugan turned out be the highest bidder. That may be so, but the question raised by the petitioner is valid. The respondents have to necessarily lease out the fishing rights only through public auction / tender. As and when the current lease period is over, when the respondents bring the fishing right 2/4

to auction, the petitioner will be informed.
