2.The respondents filed a counter-affidavit, wherein it is stated as follows:

'The patients who are in need of further treatments are referred to the nearby Government Medical College Hospitals, since the Gastroenterology Department is a 'Super Speciality Department' and it is presently available in the Government Medical College Hospitals.'
