Respondents PRAYER: This petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to make proper arrangements and to provide adequate police protection for the peaceful conduct of the 'Soorasamharam festival' celebrated ahead of 'Mutharamman dasara festival' on 08.10.2019 and 09.10.2019 based on the representation made by the petitioner as on 21.08.2019 and remainder on 27.09.2019. (Order of this Court was made by T.S.SIVAGNANAM, J) We have heard Mr.K.Thalaimuthuraja, learned Counsel appearing for the petitioner and Mr.K.Chellapandian, learned Additional Advocate General for the respondents.
2. This Writ Petition was filed to direct appropriate arrangements to be made for the festival at the Mutharammal Temple, which was scheduled on 08.10.2019 and 09.10.2019.
3. When the learned counsel for the writ petitioner mentioned the matter before us on 04.10.2019, since the same was the last working day before the Dasara vacation, we had requested the learned Additional Advocate General, to instruct the officials so that adequate arrangements made to the public, who will be attending the temple festival. It is heartening to note from the submissions of the learned counsel for the appellant that excellent arrangement was made by the police authorities and the festival was conducted in a very grand manner.
4. The learned Additional Advocate General appearing for the respondents submitted that about 1800 policemen were deployed and there is no untoward incident and the function was celebrated peacefully.
5. We record our appreciation to the Superintendent of Police, Tuticorin, for making effective arrangement, based on the oral instructions given by the learned Additional Advocate General, who had conveyed what we had observed on 04.10.2019.
