ORDER : This petition coming on for orders upon perusing the petition and the affidavit filed in support thereof and upon hearing the arguments of MR.M.SARAVANAN, Advocate for the petitioner and of MR.D.MURUGANANTHAM, Additional Government Pleader for R1 to R3, the court made the following order:- Mr.B.Muthu Ramalingam, the District Revenue Officer, Tirunelveli, is present in Court. The counter statement is filed today after a lapse of 5 years from the issuance of Rule Nisi by this Court. Though, the counter statement is filed after a lapse of five years, no reason has been furnished for the delay. The respondents are bound to explain the delay in filing the counter affidavit, enabling this Court to consider the issues raised in the present Writ Petition.
