Respondents Prayer: Writ petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the entire proceedings of the second respondent of Tender Notice in the State Tender Bulletin dated 04.12.2014 under Water Resource Organization Department-Madurai mentioned as 33 items in page No.27 and quash the proceedings of the second respondent in opening the tender on 24.12.2014 at 11.00 a.m. without issuing notice to the petitioner as illegal and void and directing the second respondent to make fresh tender in accordance with law by following Rules and Act of the Tamil Nadu Transparency in Tenders Act 1998.
