ORDER

The present Writ Petition has been filed for the issuance of a Writ of Mandamus, to direct the respondents to initiate detailed enquiry against crusher and quarry operators with respect to ban the unauthorized collection of amount for issuing transit pas and to issue the receipt for the payment made by the petitioner, by considering the representation dated 14.07.2025 within a stipulated time frame fixed by this Court.

2.The learned Additional Government Pleader appearing for the respondents submitted that there is a guideline for collecting the government fixed rate for which he has produced a meeting conducted by the District Collector, Kanyakumari, on 15.07.2025, wherein under Clause 8, it has been stated as under: "fdpkq;fs; nfhz;L nry;y toq;fg;gLk; Transit Pass-f;F muR eph;zapj;Js;s fl;lzj;ij kl;LNk t#ypf;f Ntz;Lk; vdTk;> $Ljyhf t#ypf;f $lhJ vdTk;>"

Therefore, there is no authorization to collect over and above the government 2/5

fixed rate. If it is collected over and above the government fixed rate, as and when the incident is reported, they would take action. 3.Regarding the said summation, this Court is of the considered opinion that the present writ petition being a blanket prayer cannot be ordered. However, if the petitioner is reporting any incident, the respondents are directed to take action as per law. In fact, the government itself has fixed the rate and online application alone is being entertained. Therefore, this order is applicable to respondents 2 and 3 and anywhere in Tamil Nadu. 4.With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.
